Congress wrote five exceptions into the Epstein Files Transparency Act. The Justice Department's own internal review protocol tells its reviewers to redact for at least three more.

At 2:28 p.m. Eastern on July 30, thirty-two minutes before a court deadline, DOJ hand-delivered ten Bates-numbered files to Judge Emmet Sullivan's chambers for in camera review, along with its justification for every redaction. Two of those ten are defended on a ground Congress never wrote into the statute: the names of law enforcement personnel and an Assistant U.S. Attorney.

Hours later, a woman who survived Epstein filed anonymously and asked the same judge to keep her name blacked out. Her lawyer represents more than two hundred survivors. Both filings are real, and they explain each other.

I'm Eliza Orlins. I was a career public defender in Manhattan for 15 years. In this video I go through DOJ's January 2026 Attorney Review Protocol line by line — the five statutory exceptions, the categories DOJ added on its own, the deliberative-process carve-out that covers the exact charging decisions Congress demanded, the rule that defense counsel names stay visible while prosecutors' names come out, and the instruction that Epstein's email address was never supposed to be redacted at all.

Nothing was released on July 30. Judge Sullivan has not ruled.
